All day on Friday, while the police launched a massive manhunt in the Boston suburbs for one of the bombing suspects, the media tried to put together pieces of information about alleged bombers. Who are the brothers Tsarnaev? Are they from Russia? Are they from Chechnya? From Dagestan? Where is Chechnya on the map?

The younger brother, the 19-year-old Dzhokhar Tsarnaev, was captured by the police on Friday night in Watertown, Massachusets; his brother, Tamerlan Tsarnaev, 26, was fatally wounded earlier that day during a shootout with the police.

American and Russian media interviewed various Tsarnaev’s family members in the US and Russia and researched all possible social networking sites for clues about identities of the alleged terrorists. Details were provided by the officials of both US and Russia.
Now the general picture has emerged and we know that the Tsarnaev brothers were Russian-born, hailing from the country’s controversial Chechnyan region, and lived with their family in various parts of Russia’s North Caucasus. They briefly attended school in Makhachkala, Dagestan, and ended up in Massachusetts after moving to the United States, reportedly as Chechen refugees, in early 2000s.
The news agencies reported, that the older brother, Tamerlan, was questioned by the FBI for ties with Chechen extremists per request of the Russian government, but no incriminating information was found and he was let go.  Reportedly, he spent about seven months visiting Russia in 2012.
As Reuters reported, Ramzan Kadyrov, Chechnya’s president, said: “They grew up and studied in the United States and their attitudes and beliefs were formed there,” Kadyrov said. “Any attempt to make a connection between Chechnya and the Tsarnaevs is in vain.” Russians, many of whom do not recognize people from North Caucuses as Russians, protest Tsarnaev brother’s association with Russia. At the same time, Dzhokhar Tsarnaev, in his personal profile on a Russian social networking site, “VKontakte” uses the Russian language to chat and jokes about North Caucuses stereotypes.
The Northern-Caucuses for years remained a controversial part of Russia. The region is known for its ties with radical religious groups responsible for numerous terrorist attacks such as hijacking passenger planes and bombing the Moscow subway system and apartment buildings. The loudest cases of a terrorist attacks by Chechnyan groups was a hostage standoff in a school in Beslan which saw more than 330 people killed, many of them children; and a hostage-taking raid in a Moscow theater in 2002 with 129 killed.
The recent conflict between Chechnya and Russia started with the violent separatist war in 1994, that continued, with short breaks, for years, with Russian forces killing many Chechen civilians and destroying towns.  However, the origins of it go back to the 18th century when the Russian Empire tried to expand in the Caucuses.
Today Chechnya’s government keeps a friendly relationship with Moscow and the region remains important as an oil transit and production hub to Russia. The area has always remained quite shady, with its own hierarchy of authorities, alleged criminal activities and ties with extremists groups.
Over the past three years the Russian government has been supplying funds to rebuild Chechnya’s infrastructure destroyed during the war, as they are several other regions in North-Caucasus territory. Reportedly, millions of dollars, poured into rehabilitation of the region, partially disappear somewhere in the Caucus Mountains. But, while the region still remains a troubled scene, the relationship between Chechnya and Moscow is relatively civil, and Kadyrov has a reputation as a pro-Putin leader.
The father of the alleged terrorists, Anzor Tsarnaev, still lives in Makhachkala, Dagestan. He expressed the idea that his sons were set up or framed. “They (the police?) were so fearful, that they killed one of my boys. There are policemen like that.” He said to reporters that he prays for his sons and that he’s afraid for his son. “They will shoot him somewhere and then they will say, ‘he was armed’” Tsarnaev the father said to Reuters. The mother of the Tsarnaev brothers also believes that her children have become victims of political games, Russian news agency RIA reports.
The younger brother is alive and remains in police custody. Hopefully, he will shed some light on their motives and connections. Whether they they are from Chechnya, or from Dagestan, Russians or naturalized Americans, the Boston bombers’ possible access to supplies or training that could have assisted them in their deadly task has not been fully investigated. Until that possibility is eliminated, this cannot be considered merely a matter of domestic security. The brothers come from a region that is an official part of Russia and have noticeable ties with the land of their origin. This makes Putin’s condolences to the US and pledge of assistance in fighting terrorism more than just a courtesy gesture.
